		<description>in an effort of the Arroyo administration to bring peace in Mindanao, it had likely stirred the status quo and had escalated further the volatile situation of peace negotiations. if it really allowed riders such as those you mentioned. . .only Esperon has the reason to be embarrassed and not the Philippines. 

Esperon as a peace negotiator must know that peace is not a secular matter and cannot be achieved solely by stipulating terms and conditions by himself and the MILF. Clearly, a one-sided agreement could never be a resolution towards peace 
at the least it could serve only as a ransom.</description>

		<description>Indeed. For all we know, maybe the US and the MILF have made a deal on the exploitation of Mindanao&#039;s resources- including oil. This is probably why there&#039;s a provision in the agreement granting the BJE powers to enter into trade relations with foreign countries.</description>
