		<description>persons rebel against a government they do not accept . the same kind of people may kill in order to quell a potential rise of a good rival. 

the ampatuans cannot and will never rebel against the government because it is the same organization that supports their kingdom. but they can be murderers to stop a potential rival from rising effectively with popular people support in an election.

the martial law was declared purely for the purpose of SPEED in  apprehending all suspects and at the same time taking control of areas that could try to spring other co-accussed. there was never really a sound legal basis for the declation -- although it did deliver the results in the end. it was illegal but good.</description>
